Seems like a downgrade/fringe sidegrade from gunboats so i dont really get why its banned
iirc there's a bug that let's you switch from mantreads to gunboats but keep the air control

Looking for headphones (not flashy headsets)

The HE560 will have weaker Bass and Treble than you're used to from the DT990. Overall a much more neutral sound, which may be preferable. If you're looking for a similar sound signature to your DT990, though, you might look at the DT1990. A little more expensive than the HE560, but more similar to the pair you're currently using. Not sure how well the modmic would stick though, but if it works on your DT990 it should work on the DT1990.
For a DAC I'd definitely recommend looking into Schiit if you haven't already. They have a few options available from USD$100-150. Friend of mine was very happy with his Fulla 2 until he upgraded his system.
