It's a funny meme but realistically people's optimism didn't stem from the idea that we "just need one last tweak" to take off, It was because every improvement was one step closer to what was needed. It was a sign that valve might finally be on the right track. The idea that maybe we'd start to see a sequence of more and more improvements. It's just unfortunate that they've managed to derail themselves immediately after every single occurance of a glimmer of hope.

I like to imagine a dark souls esque RPG reimagined in the TF2 world with competitive legends serving as each lord of cinder, non-lord bosses being high level names, and the low level skeleton type enemies are iron hl pyro players

fullscreen puts all processing power towards the program but if you're windowed it will also have to draw your desktop and programs shown below, so from a technical perspective fullscreen is superior. However Source has a very wonky alt+tab so people like to windowed if they tab a lot. probably other differences too but those are the ones I know.

For every 1 combination that looks good, there's a dozen that looks terrible. The way equip regions work, there are not special cases for equip regions. Things that conflict are denied. A fix to this would require a bottom-up rewriting of the entire equip region with manual exceptions for every single item combination (or if nothing else, constantly be updated as per user request.) The exception is changing of certain item equip regions (changing hat only items to misc, for example) but otherwise valve really doesn't enjoy having to update items beyond changes the creator of the item contacts them specifically about updating.
