The 2nd and 3rd clips had weird slow-mo issues. I recorded them the exact same as all the others but they appeared to be alot slower. I dunno. After all the rendering I was too lazy to go and try to fix it.

You wont need a PSU above 600w btw. Dont go overboard and get anything above 700w.
You could get away with 500-550w if you dont overclock.
tranchemusici3 at 2.9 GHz should be perfectly fine for tf2, the damn game is over 5 years old.
Have you tried rolling back your graphics drivers? Might be worth a shot. I don't see anything with your rig that should be a problem unless you have faulty hardware somewhere.
Updates have shit on this game. 2 months ago I was getting 300+ frames, now I get like 150-210.
I'd upgrade your CPU, mobo, and ram.

Check if you have a microcenter near you. They sell 3570k's for $170 in-store.
Easily 250+, if you video card isnt a complete pile of trash, you will be good. Also if you had to use the Intel HD graphics you could probably get stable fps above 100. But you have a GPU so your good.
