Ok this might sound weird but turn off notification assistant on Windows. This is a fix for the invisible people issue. Not sure if it will fix the other problem.

Atm my Netgraph on Stockholm Pubs looks a littel like this:

Loss is cutting out about 1/3 of the thing and it has undesirable effects on gameplay. (f.e. missing sounds, slow hitconfirm)

It JUST on Stockholm, not on Luxembourg, not Madrid, but still acounts for about 40% the servers i play on and well its annoying.
