Issue with multi monitors opening source game

When I open a source game (tested on CS:GO and tf2 and various non source games) in fullscreen mode my secondary display will go blank but it will still detect the monitor as being there and being on as any windows will still be on that secondary monitor.

If I open up Display settings and switch to just using my primary monitor then switching back to extend displays it will sometimes fix the issue but other times it will make it so that both monitors are blank. If I try to set it to secondary monitor only then this will work but when I change it back my primary monitor is now blank. Once when I tried to unplug my primary monitor and plug it back in it switched to 60Hz only and I could not change it back to 144Hz in display adapter properties.

I am unsure on what could have triggered this as I do not remember changing any settings nor anything out of the ordinary happening before this started happening it just seemed to randomly start one day.
I am using an R9 380 and am running drivers 16.12.2 (These are old drivers to fix the rockets having no smoke bug.)

Am unsure on where to start with this. My initial thoughts are to try updating drivers but I would prefer to avoid this as a potential solution for reasons listed above.

Any help would be greatly appreciated and let me know if there is any other pieces of information that you may need in order to help diagnose this problem. I have found a work around where if i open another game in fullscreen before opening tf2 then the problem will not occur but I would like to discover a proper fix to this issue.
