Can't override STV delay protection on serveme

Since yesterday when I try to change the map within 90s(?) of the match ending, I cannot change the map anymore, and console provides the following:

***WARNING*** Map change blocked. HLTV is broadcasting and has not caught up to the last major game event yet.
You can disable this check by setting the value of the server convar "tv_delaymapchange_protect" to 0.

Even if I enter that command, with or without rcon, with or without " or some combination, it just doesn't work. My rcon is definitely correct, because it DOES work after 90s have passed.

Anyone encounter this problem before and know how to fix it?

AFAIK There's tv_delaymapchange_protect & tv_delaymapchange, set both to 0.

Of course, your STV's will end prematurely when replaying them.
