Stuttering in TF2

Apologies in advance if I mess up writing this post in some way.
Recently I've gotten a new CPU (AMD Athlon X2 6000+ 3.1Ghz) just to try to get some more frames for TF2. I installed it and it seemed like there weren't any problems, but in TF2 and only in TF2 every maybe 20 seconds in of playing even on an offline map such as cp_badlands I get frequent stutters that affect my fps and ping. I'd be very grateful if someone could help me.
I've already contacted my ISP about getting my modem replaced as I thought that was my problem but I'm still hoping it's something else because before the new CPU I was not getting this problem.

Full specs? RAM principally and check temperatures.
I had that CPU and I'm pretty sure it can't handle a TF2 pub properly.

By looking quickly at your net_graph the server (your PC) is dropping to 4 fps. That might be your RAM filling up quickly with some background process or your CPU/GPU heating up. Check if the CPU Cooler is properly settled.

Full specs? RAM principally and check temperatures.

Thank you! I cleaned out my PC and re-applied some thermal paste and ordering some RAM which should be on the way soon. After re-applying the new thermal paste it seemed to get a lot better and the stutters were virtually non-existent along with a more than normal CPU temp.

Also a general thing you should know, tf2 should be run on a fast drive, ssds or hdds with high speeds also keep your game from stuttering.
