My dxlevel wont change from 81 to 91 halp

I have tried everything to change my dxlevel from 81 to 91, and it just wont change, already tried the launch options, I have checked my cfg, and nothing.

When you type mat_dxlevel in console what does it say?

Have you tried -dxlevel 90, 95, 98 or just 91?

I have tried 90, 91 and 95, I do have cloud sync enabled (that may be it), and let me check the console

when I type mat_dxlevel on console it says mat_dxlevel81
