There is no way you are getting 400 frames on an r9 270x on a populated server.
120/144hz monitor?
If you're in a local server and this is happening, try capping your fps.

try raw input off, sounds like a stupid suggestion but it worked for me a while back

probably the loadondemand thing tho or a hard drive issue

That's the graphics card I use and I can vouch my frames are very close to this number.

Have you made sure your RAM settings are correct? I had my 1600mhz kit set to 1600mhz in BIOS with everything else auto. Then decided I would manually input my timings to make sure it was fine. After manually inputting them (100% sure they were correct) I had microstuttering everywhere. Changing it back to auto worked fine. In hindsight I should have used the XMP profile but oh well.

this happens to me too, it started after the halloween update, the screen flashes very briefly every like 10 seconds. I tried switching from dx9 to dx8 it didn't help

I also run an r9 270x with a 120hz monitor

No idea if it's related, but my recent stutter problems were due to snd_mixahead, defaulting it to .1 solved my problems.
