Low FPS With Good Computer

EDIT: It seems to been agreed upon that the problem is my cpu. Any suggestions on a new AM3+ CPU that would achieve a swag amount of frames in-game?

My problem is that even on my expensive gaming pc WITH chris's MAXFRAMES config I STILL can't get above 60 fps in mid fights/uber pushes and barely over 120 in normal gameplay.
My specs are:
Win 8.1
CPU
AMD FX-4300

RAM
http://www.amazon.com/Kingston-Technology-PC3-12800-Motherboard-KHX16C10B1R/dp/B008XQ5PAS
although speccy says @699Mhz
Mobo:
asus m5a78l-m lx plus

GFX:
BenQ XL2411Z (1920x1080@144Hz)
Generic Non-PnP Monitor (1920x1080@60Hz)
2048MB ATI AMD Radeon R9 270x (MSI)

931GB Western Digital

I've seen much worse PCs get way more frames w/ chris's config.
I had this problem with a diffrent gfx card (radeon 7770) and upgrading to this one expecting 150 constant w/out chris config but what i recieved was a playable 120 w/ drops below 60 in mid fights :(

This stuff may have caused it
-My cpu dieing?
-I've gone thru tons of configs over the years and maybe one of them had a command that fucked up my fps?
-It's all just my imagination and these are the frames I should be getting?
-Could be the dual monitors

The FX-4300 just isn't good enough to hold consistent 120frames in fights. TF2 is 100% CPU reliant, not sure why you thought upgrading your graphics card would help.

8GB Single channel @699Mhz

How did you even get this? haha

Must be a prebuild that was told to be good by some salesman

It was custom built, I'm using an extra http://www.amazon.com/Kingston-Technology-PC3-12800-Motherboard-KHX16C10B1R/dp/B008XQ5PAS that I had. the @699Mhz was just what speccy told me it was running at.

that ram is fine. you need to spend the money for a good cpu and you'll be golden ponyboy.

tf2 is cpu intensive, like other have said.

maybe offtopic, but one of the recent updates broke (some) botkiller weapons.
(i played someone @ MGE whose botkiller rocketlauncher dropped my fps by 150. not exaggerating there.)

edit: i don't know what speccy is, but you might want to check in your BIOS if it has set the mhz on your RAM correctly. mine actually hadn't done so, and i had to set it to the correct value in my BIOS. but just ignore this bit if you're sure that it's speccy's fault.

as for tf2commands; if you use one of chris' config, and you've read his comments, then i doubt that that's the problem.

have you recently installed a different GPU driver?

speccy halves the ram frequency for some reason, but it should be reading 800MHz if it is the 1600MHz type.

I'd continue with the agreements on your CPU holding you back also on top of the game not being all that too well optimized.

With the way RAM reports it's speed to output programs it usually goes 1/2 of what they actually are because it's DUAL Data Rate. The OP probably has a poorly timed 1333MHz or 1600MHz 8GB stick of RAM. Upon looking at his reply it is a very poorly timed 1600MHz 8GB stick. BTW "Single Channel" typically means he only has 1 stick of ram.

OP get a Intel CPU + Motherboard i5s and i7s will get you the framerate you want.

Also

cl_threaded_bone_setup 1

that command should help you alot

could also use my entire CFG + the mods I listed here http://teamfortress.tv/thread/20172/my-fps-config but the above command will help you more than just about anything else
