Try fiddling with upgrading (if out of date) or possibly even downgrading drivers a version, nvidia gpu drivers have been pretty whack with Source engine (at least tf2's older branch) for awhile now and so far all the people that I know of reporting the issue are on nvidia gpus which makes me think it isn't a typical temperature issue (although you should still make sure your CPU or GPU are not overheating and see what your CPU usage is like during these spikes and could also make sure your RAM is fine). i'll assume this isn't a motherboard issue either unless this happens in other games for you

also considering the recent plethora of posts i've seen on this issue, it's much more likely a driver issue since these all started to prop up very recently.

I get this issue any time I play the game as well. ~250/300 FPS with nothing happening, ~150 in fights. Frequently enough to be annoying, it will drop down to around ~65 for about a minute or so. I have an AMD GPU however. This has been a problem for I want to say around 1 year and a few months.

What cpu do you have? it's possible that it's just not enough processing power since tf2 is so cpu heavy

AMD Phenom II x6 - Definitely not a high tier CPU anymore, but it should be able to do well enough for this game.

People are having the same issues with AMD 6350s and 8350s, which are on newer architecture, It might just be a cpu bottleneck :|
