Random "lag" spikes

I have a couple random "lag" spikes.
My ping doesn't seem to go up and my fps stays the same.
But from times to times the people freeze for half a second while I still can move, then the players unfreeze but they "respawn" somewhere else as if I lose internet for a very short time.
Its very anoying in critical moments.
Here is what the netgraph looks like but the red bars are usually higher while playing, and the orange at the bottom is usually a little longer too.
The choke happens when the red line goes way up for no apparent reason.

This was happening to me a week or so ago and I (mostly) fixed it by updating my drivers and going to dx9. I'll still occasionally get the freezes but they're much less frequent and way less intrusive.

I've been having a similar issues

things I did
things that had little to no effect
-Reinstalling TF2
-Defragging
-Changing TF2 Settings
-Changing Mice

things that had an actual effect
-Reformatting and installing windows 8.1 (I had win7)

Now it's much more noticeable, but it's less frequent and I have been able to narrow it down to either A. My ISP or B. Routing

Just curious though, Turn on Net_Graph 1 and when you experience these "lag spikes" does your ticks per second drop down to like 40 or lower, instead of the usual 66/67? and during the following second immediately jump to 80+ ticks per second?

-edit-
nvm just looked at your screenshots you're having the exact same issue with the ticks per second.
http://tinypic.com/view.php?pic=28alrbr&s=5#.Us0CavRDv8p <- you spiked to 100+ ticks per second, and was likely rebounding from a drop to about 20-30 ticks per second probably just a second earlier.
I must ask who's your ISP, and if you only experience this on Dallas, Denver, and LA servers?
