Steam Support cannot remove the ban on your account
Regardless of who was using your account at the time it was banned, the use and security of your Steam account is your responsibility.
If he wasn't actually hacking (which I consider the most likely) they might let it slide since his shit got stolen. What they will do is replace any stolen items rather ironically

VAC bans don't affect your entire account, they just don't let you play on VAC protected servers. It's very, very rare that an entire account gets banned instead of just that one game on VAC servers.

If a cheat is found the player's Steam account will be flagged as cheating immediately, but the player will not receive any indication of the detection. It is only after a delay of "days or even weeks"[6] that the account is permanently banned from "VAC Secure" servers[7] for that game, along with other games that use the same engine.

The way he aims by swinging across his target is suspicious and that he shot at an uber 2 times for some reason. Also at the end vs the scout how hes just swinging the mouse under the scout without shooting for like 4 seconds just doesn't make any sense. Think of it what you will I could care less if he was hacking or not I've only played with him once.
Doesn't look very suspicious to me. Looks like fairly normal twitch aiming to me. He only shoots at the uber once and the medic gets a good flash on him. It is kinda weird that he didn't keep shooting after the uber went away, however. Although that could just be a mistake.
