When i play online my cfg is perfect, but when i switch to an offline game, by myself or against bots it messes up and i get tlr's config, which i downloaded a long time ago. then when i go back online it stays that way
that's pretty much the extent of what happens
things i have tried is:
deleting the config that i think is causing it/making it read only and admin only
renaming downloads/download folder
enabling/disabling steam cloud
and quite a bit more that i can't remember
reinstalling

For the record, you reinstalled tf2 completely and are still getting a HUD that is not on your computer anymore?

uninstall tf2, delete everything tf2 related, reinstall, install any config that you want

Under the tf folder, you should delete the cfg folder (where your old config files were before the update) and have all of your own wanted configs under tf/custom/userstuff/cfg. So basically, if you delete the cfg folder (not the one in custom, but the one in tf/cfg) you should be able to delete old leftover configs that might interrupt with your own wanted cfg.

^ Follow the steps outlined in this post, this worked for me when I needed to turn off steam cloud, it's harder to do than you think. Old post so I'm not sure how much is outdated but this is the only thing that worked for me.

is there a server.cfg somewhere? delete it.

Check that your cfg folder doesn't have a "listenserver.cfg". If it does, remove it. If that doesn't help, try putting your online config inside the listenserver.cfg.
