That's pretty much it. You can ask for someone to mentor you.

Please make an effort to have people play with him or support him. Trying to 1v2 on flank is the worst thing ever on his end and a team on his back for losing flank is even worse. You can't expect much from him if you don't do your part by opening space for him.

You can't dm or mge for him, if you stop him from doing stupid things and make sure he plays with the team it will get better. *weak dm can only go so far, he has to do his part too by dming*

maybe make him lunches in the morning

if hes not getting better and its an effort-thing, youre better off finding a new scout

watch a demo with him and ask him what he think he did wrong
you can point him 200000 mistakes but its easier when he knows without anyone telling him what he is doing wrong

Give him a good flank buddy and make sure your scouts are a combo, not just two scouts.

Give him specific criticism, e.g. "we want you to play around our medic more in this situation." Also, focus on how to improve as a team rather than just a single player. Some of the faults in his play might actually be team problems, for example is he getting support, are people calling damage/focuses, is your combo calling their positioning/when they push/uber (dis)advantages, etc.
