I have tried changing it in my console, autoexec, and in the class specific folders but it still remands 0.05, I'm trying to make it 0.0152, any suggestions?

Where is your autoexec saved to? If it's not in tf\custom\whatever\cfg then it won't load properly.
Also try setting your cl_updaterate and cl_cmdrate to 66, and your cl_interp_ratio to 1 as that is another way of setting interp to 0.0152.

Use the settings for good net under Chris's TF2 configs in your autoexec and just change the interp to 0.0152.
