I think enigma is a lot more flexible than shrugger. I'm guessing shrugger's aim is a little bit better (not sure tbh) but enigma is a smarter player and his offclassing can really help the team out.

For me HRG is really the best team i could think up, maybe replace cyzer with ruwin but idk if they would mesh well.
