60 fps YouTube choppiness issue

Basically I get choppiness so that it feels like 30 fps while playing 60 fps vids on YouTube, but only in fullscreen mode.
I use dual monitors, and YouTube is usually ran on the 60Hz second monitor whenever I do watch vids. This happens even when nothing's moving on my main 144Hz monitor.
I'm using the latest version of Firefox and the latest version of Shockwave Flash, and I have Firefox set to use graphics material acceleration when possible (my GPU is a 1070), which is the default parameter.
Any clues why this is happening and what I could do ?

i still saw choppiness when nothing was moving on my main with a 970. at the time (which was a few years ago) the options were:

set your main monitor to 120Hz (works since it's a multiple of 60). you still get some choppiness though. for me it was minimal and only on the 60Hz monitor which was ok for me
disable hardware acceleration in firefox, which'll kill your video decode performance (might need to perform scaling on the gpu too, instead of the display?)
buy an amd card which doesnt have this issue
