I've installed a custom hit sound, and I have

play "hitbeep.wav"
tf_dingalingaling "1"
tf_dingaling_volume "1"
tf_dingaling_pitchmindmg "150"
tf_dingaling_pitchmaxdmg "1"
tf_dingaling_wav_override "\ui\hitbeep.wav"

in my autoexec, but when I exec autoexec, I get

Failed to load sound "hitbeep.wav", file probably missing from disk/repository
Can't set fps_max when connected
Unknown command: tf_dingaling_wav_override

And vanilla hit sounds just keep playing. What am I doing wrong?

tf_dingaling_wav_override is deprecated, now you install dingalings like you install HUDs

tf/sound/ui/dingaling.wav

Did that and it didn't work.

In my ui folder I have dingaling.wav

I restart tf2, go in game, and have default hitbeeps.

Restart steam maybe?

The file that tf2 defaults to is in sound/ui called hitsound.wav. Just replace that file with your new hit sound (renaming the file to hitsound.wav) and it should work.

The hitsound should be named "hitsound" Its obvious but its a little detail some people miss.

Unless your hitsound is corrupted and won't play (and is definitely a wave file) I have no idea why it is not working for you. Make one hundred percent sure that the file in sound/ui that you want as your hitsound is called hitsound.wav (where the .wav is the extension not part of the file name). Check to make sure your hitsounds are on (there is an option in advanced options for it). See if the console complains anytime you hit something. You only need to use

tf_dingaling_pitchmindmg "150" 
tf_dingaling_pitchmaxdmg "1" 

for a hitsound to work btw.
