So let me get this straight: You're going to spend 1200$ on a Titan X but want to lower RAM cost?
I need at least some sort of goal, because randomly throwing together the most expensive that fit isn't a good idea.
This should be a type 3 build: There's a set minimum performance goal, but money is a secondary concern so if upgrades make sense they get put in.
So if I knew what you're trying to do with this build it would help a lot.
Also when are you going to build, because Kaby Lake / Zen and possibly Vega will be released in early 2017.

That case won't improve by adding more than it's worth in fans. Either get a cheap case that comes with multiple fans or get a better, more expensive one. You can't replace quality with fans.
The Rosewill Photon is a bit weird and I wouldn't take the risk with other options available at similar prices.
Not going over the other peripherals for now.

And it does indeed need to be in the lower one, otherwise you're not using your GPU.
No idea then, the program should be installed as well. Maybe search for Crimson, no idea what it's listed as in windows programs.

Yeah, but which driver did you download?
Could I get a picture? Because usually the AMD GPU would be the lower one and you used an AMD program for settings before, but since it just now started asking for that driver I'd rather make sure it's not one of those weird "Hey let's flip everything upside down" PCs.
GPU-Z might also be useful to figure out which GPU you're using anyway, if you don't know. CPU would be interesting to know too. CPU-Z, when in doubt.
Try searching for "Catalyst".
How did you install the driver?
Also since you "found another random HDMI port" I'm guessing that one is up high on the motherboard from the integrated GPU and only one is actually from the discrete GPU down on the bottom. Which one are you using right now and which one were you using before?

I think you mean AMD Catalyst. It's probably there. Have you tried the search function?
DDU does not depend on you finding the AMD icon. Uninstall properly with DDU, then try again.
Also Windows 10 likes to randomly "update" your drivers with a freshly microsoft approved version which is a year old and doesn't support the GPU you're using. I'm not kidding.
