The usual run command prompt as administrator, I take you got that far.
Then enter "C:\way\too\many\folders\afuwinx64.exe" and press enter. Use the actual path where the exe is located, obviously.
Maybe double check the model number first though.

Setsul might actually be on a vacation for once and after not getting added by anyone for a month gets added by 4 people within 2 days and a gazillion new threads and posts pop up.

There's new CPUs coming january so you might want to hold off for a few weeks if you can.
6600K isn't a good idea because I don't think I'd trust you with overclocking and you can't afford it anyway.
I'm not a fan of the 1060 3GB, it's actually a different GPU than the 1060 6GB so it usually loses to the RX 480 4GB.
Not that AMD finally got the drivers up to scratch the 480 is on par with the 1060 6GB actually, so I'd go for that.

If you want high settings I'd actually go for an i3.
More cores don't help at all in TF2 and Overwatch doesn't need an i5 to get >120fps either. So a higher clocked i3 is ideal. Kaby Lake will be clocked another 0.2GHz higher at the same price, so if you can wait for that...
For new games a better GPU would definitely be beneficial. Then the usual "don't get shitty low end mobos with only 2 RAM slots, you'll regret not spending those extra 10$" advice.

There's no amazing deals on cases and PSUs right now, your old ones should be fine, but you could replace them anyway.

It sounds like your GPU is dying, so get that first, maybe a case that's easier to build in, maybe a new PSU if you're really not comfortable with reusing the old one (depends on which model it is though), then wait a bit for the new CPUs, get mobo, CPU and RAM.

Just checked, recommended is 7900 series, just 7000 series would be a vastly lower requirement than a 670.

I expected that kind of budget and I just don't see it happening.

He could get a used PC, but not new.
RX 460 or GTX 1050 (both slightly slower than a 670) are >100€.
CPUs going to be >55€ unless you want to really scrape the bottom of the barrel.
Mobo at least 40€.
200€ already.
RAM to get the recommended specs 30€ at the very least, 40€ more likely.
Can't get a case for less than 20€.
Still need an HDD and a PSU.
If he intends to pay 80€ for an OEM Windows version then good luck.

He's probably better of getting a used PC. There'd be too many compromises necessary to even get it close to 300€.

Well apparently it can't handle CS:GO and TF2. You tried, it didn't work, why should it?
I don't think that GPU should've ever reached 200 fps on maxquality either.

CS:GO and especially TF2 are CPU bound. You can't replace that CPU, if it's indeed an FX-8800P.

Acer Aspire M3970 is not the motherboard.

I'm going to take a guess here:
You got a 3xxx CPU (Ivy Bridge), which is not supported on that BIOS version and you indeed need to update it.

Unsurprisingly, the easiest way to get the newest version is from Acer.

After putting in the information (Category Desktop, Series Aspire, Model M3970) and selecting the category BIOS/Firmware you should end up here

With only BIOS and no firmware available, that makes the search even easier. You want Ivy Bridge support and probably not the Linux version which narrows it down to one.
