There are legitimate reasons to do a super mild "overclock" like this. Technically speaking if you go through the process of what most users go through and disable turbo and c states etc and do a small undervolt -50mV to -150mV possibly a larger decrease (personally haven't tried undervolting much) you can achieve a VERY stable system that'll have slightly higher idle temps but usually a significant max load temp decrease while still performing significantly better than stock. Also really good for those ultra quiet systems. I doubt phantom did this but it's not unheard of.

I actually did benchmark this a LONG time ago on a 4th gen i5 @ 4.5GHz where I was getting about ~90fps at 1440x900. This is going to depend a lot on the clock speed of the CPU but expect your framerate to be basically entirely bound to the iGPU. Lower resolution/textures/etc = better. Giving you an idea on what to expect for FPS is a bitch 800x600 with a stock 6th gen i5 ~120fps in the benchmark demo assuming you have medium-low mastercoms v6.9.0, no hats mod, + no explosion script, dxlevel 81 could be as high as ~140 but I have my doubts.
