I played tf2 on windows xp until 2018 because I had no RAM(1 gig then 3) and because I had higher avg FPS than on 7
if you havent got a resemblence of social life or use the computer for virtually anything else then sure go for win7, but consider this:
security updates? good luck with that
half the apps you download not working or resorting to using ancient versions of them if even possible? its everyday bro
motherboard drivers dont exist for windows 7? you guessed it

Just use a bare-bones Windows 10 install and do some Reg/Service edits, I think Mastercoms even has some recommendations on stuff to help out performance

Personally I use Atlas-Window 10, but I couldn't really recommend it unless you wanna dig through all its own issues.

can't speak much for these cause I haven't tried them myself, but there are de-bloated/cut down versions (like, precompiled so you don't have to go through the effort of digging up registry edits yourself) of win10/11 you can find online that supposedly improve performance substantially.

This is part of what Atlas-Os is, it's a Debloated 22h2 version of Windows 10, its been pretty great so far, but if you're going to delve into it, please know Atlas directly has an out of the box conflict with vac.

Specifically, Atlas blocks Spectre-Meltdown from running which causes issues with Vac.
To remedy this, just enable it via the provided .cmd, and turn Autoclean off via Task Scheduler

Vac conflict = vac ban or inability to join vac servers ?

Is there less "extreme" windows 10 distros out there? Like without the data collecting but with wsl and tpm

Also in addition to steam, mozilla firefox will not be maintained past september 2024 (source)

Was not home until now, Ive not been vac banned, only disconnected until I fixed the issue-

I think the issue is that Atlas is trying to do weird cleanup with the custom files, since on first start, it works fine, but upon a crash or restart of tf2, the issue will persist from that point forward.
(Completely cleaning my custom folder also fixed this issue temporarily until i found the long term fix I mentioned in my earlier post)
