Most niche internet communities naturally breed a toxic environment. I've been on forums for various sciences I'm interested in and even those have toxicity and mob mentality. Would I say the paleontology community is toxic because of said forums? Definitely not. I will say the situation in TF2 is generally better than games where you're playing competitive on a ladder system, because reputation is a factor at play. I've had my run ins with groups of toxic people before, but if you keep to yourself and don't antagonize them you'll generally be just fine. More often than not you'll be able to find a team with an environment that suits your personality, and you'll be able to meet great people through that medium.
What parts I see haven't changed much, but as some folks said, TF2 seems less toxic to me than a lot of niche communities. If you want to play and be around decent folks, you can do it.
Its hard to judge the experience you can have with this game by the behavior of the greater tf2 community. This is the internet, people have a degree of anonymity and therefore there are individuals and cliques that can be shitheads. That said the day to day of playing this game is not defined by those people and finding a nice group of friends that will be respectful and kind to you isn't hard here. The people that are going to go out of their way to make you feel bad and make your time here worse are luckily very easy to identify and even easier to ignore. In my experience curating the people allowed in your mumble/ discord/ whatever requires very little effort and the occasional run-ins with toxic people are worth the deliberate interactions with the great people.
