im just gonna say that version numbers actually don't mean anything. as for man hours put into the map I can't comment.

alternatively, make sure your computer's clock isn't broken
bz2 operates on single files. You need to use a container archive format like .tar (or a compressed archive format like zip, 7z, etc) to archive several files inside of a bz2. gz is the same. The general consensus is LZMA (7z) > bz2 > gz > everything else, but that's information as of a few years ago; something better *might* have shown up since then.
tf2's tickrate is actually 66.666 per second or 200 per 3 seconds, so an interp of exactly 15ms is "ideal" on a literally perfect connection (good lans)
the default net rates limit is 66 but some servers set it to 67
and yes nope the client does actually think its interp is as low as whatever you set it to if you make your rates crazy high. l4d2 had a wellknown lag compensation bug about it and checking netgraph to see if your interp was turning yellow on a listen server was the check.

Higher lerp means better hitreg (on lag compensated things) and worse timing. The timing is always worse, but how much better the hitreg is depends on the server and your connection and a million other things, so just use whatever's high enough for you (though I don't recommend going above 50 milliseconds because of the timing).
It can be in your config. I put it in my class configs.
You don't want cl_interp to go below its minimum anyway.
btw, lag compensation doesn't seem to be interpolated properly below cmdrate (this means that movements and clicks you do between input frames are rounded to the next input frame), so hitting BFB scouts is actually hard for an engine reason.

it would be OP even if you took away the minicrits and gimmicky jumps and left nothing but its damage, firing rate, and reload rate.
If you can't fix it no matter what you do, try moving to esdf for movement with a to crouch.
Sorry I don't have any better troubleshooting.

+ Dealing damage builds up a crit heal charge
+ Crit heal charge makes your heals be crit heals and is spent by being used (but not by maintaining overheal)
* Crit heal charge can be used even if it's not maxed and has nothing to do with ubercharge
* Small magazine, low ammo, low damage, not a clip-reload (reasonably worse weapon than even the Overdose)
Sitting's worst for your legs imo, people've seen screw up their back and neck from sitting use unhealthy postures or stay in one position too long.
