set your display resolution to 4:3 stretched through the desktop
set res to 4:3

hit display

choose scale to full screen

now run tf2, and you should have 4:3 stretched. if you do not run it in windowed mode, it will reset the res settings to 4:3 regular instead of 4:3 stretched
