alec_it's not like valve has some hatred for tf2 players. it would just be a waste of money to have a tf2 international on account of the small turnout it would get
Big sponsors back teams/organizations who play the most popular games with the biggest prizes. Right now that's moba. If valve were to do something like TI for TF2, sponsors would come looking for teams, and more and more players would get involved with the competitive scene.
It won't happen, just sayin' tho...

DrewA Chromebook is probably your best bet.
Chromebooks don't run on windows. If your mother isn't too computer savy she may not like the totally new experience of the chrome OS.
I literally just picked this up for my aunt yesterday

If you have a microcenter near you I highly recommend this laptop. For $349 you get an i3, 4gb of ram and a 500gb hdd. You won't find specs like that every day in that price range.
