Is it worth a scouts time to spend time and ammo shooting soldiers who bomb really high when you can only do ~5 damage on them. Personally, as a roamer I don't feel the damage significantly affects my strafe and it achieves my purpose of having the scouts focused on me when I bomb.

It's reasonable precisely because it's not much of a nerf. Though reducing blast radius by ~%10 is pretty significant and the ramp up means that scouts shouldn't be killed off by one sticky at full health.
