[sarcasm]Ok then, I'll start recommending -64bit to confuse people. It doesn't do anything in TF2, just like -32bit, but I guess it's personal preference which useless launch option you use. You could even use both so you don't have to decide. More commands are always better, right?[/sarcasm]
I was referring to the parts the poster called personal preference (obviously?).
I threw in those launch options because I couldn't find a source verifying use or harm, and they benchmarked innoculously for me--I figured why not? They won't be in the next version, but what makes them worth knocking if they cause no problems? My config works perfectly well and has no downsides to Chris'. I think you're a little wrapped up in me being "famous", frankly.
As for the OP, the best thing you can do for your FPS is to disable unnecessary services in Windows. The easiest way to do this is Razer Gamebooster, which among other useful things, will disable most of them automatically while in-game and re-enable them when you quit. The program won't disable everything that is ok to turn off, but you can customize the list--do a little reading and disable whatever you can.
Miscellaneous: Grab the No Hat Mod, turn off the Steam Overlay, try windowed vs fullscreen mode, and experiment with setting Control Panel>System>Advanced System Settings>System Properties>Advanced>Performance>Advanced to allocate processor resources to Programs vs Background Services.
It's also possible that your FPS drops, if "unusual", are caused by overheating, particularly since you're on a laptop. Try elevating it so that cool air can pass beneath the bottom and maybe set up a little fan to help (laptop cooling stands don't do much more than this will).
The config is catered to my personal preference. I only released it per people's request.

No huge improvement.
If you use Hyper-Threading, right click TF2, go to the Affinity option, and set to "prefer physical cores." Set all other processes to use the "non-physical" cores (odd-numbered).
Regardless of your CPU, disable affinity for "Core0" in all processes but hl2.exe--the game heavily biases that core and you want to relieve whatever load you can from it.

Any actual criticisms of my config? It's very similar to Chris', just with values optimized to balance performance with useful things which are turned off in max-frames.
For hitches and stuttering defraying and ensuring your hard drive has adaquate free space is definitely something to try.
Spend $100 more for a G-sync Asus VG248QE, if it's within your budget.
I love it. After trying a bajillion mice, I finally switched over to this one from the G9x.
The rubberized grip is perfect (not ambidextrous like the Sensei, which I found uncomfortable), the buttons require just enough pressure, and the sensor seems flawless (far superior to the G9x, which I believe has a sensor very similar to the Sensei).
The mousewheel is kind of crappy and doesn't register some clicks right out of the box, but I don't really care about that.
I'm going to be doing a special stream this Wednesday (hopefully) where I'll be playing music exclusively made by TF2 players.
I need more tunes!
