I'd recommend switching the 3570k to a 4670k ($210 at NCIX atm) and the Z77 Pro3 to the Z87 Pro4 ($105 at NewEgg)

DM and MGE are definitely good for getting warmed up, but so is stuff like surfing, which gets you used to smooth, accurate aiming/movement, and jumping, which if you do a decent amount you can really get used to the weird properties of the physics in tf2, and how to (ab)use them.

The first thing I'd recommend doing is using the -dxlevel 81 launch option to switch to DirectX 8. You should see a sizable boost from that alone.
