dx8 works fine for me
update your fps config if you use one, if you have a custom hud try reinstalling it ,try changing your mat_queue_mode. If you use ATI Tray Tools make sure you close it before starting tf2, defrag/verify game files if you havent already
EDIT
Judging from that steam forum post it seems like a lot of people are having the same issue as you, if worse comes to worse you'll have to wait for valve to fix it :(
