In that case I'd go with a new build.
Your pre-built is one fo those small factor with laptop parts. You can't replace anything. Maybe the HDD. In theory the RAM. But that's it. The RAM won't fit in a normal desktop pc either, same for the PSU, so there's really nothing worth saving.
1100$ including peripherals/monitor? But even then it should be doable.

Take a guess what happens when the CPU is at 100% for a while?
Isn't there a way to change the encoding codec or something like that, to make it use your graphics card (since you aren't going to be using your graphics card much in tf2). It's like the nvenc encoder I believe, and I use my laptop for streaming and I check the temps regularly and it never gets hot enough where I should stop streaming

Dell Inspiron 7559, get the more expensive one with the i7, you can stream, it's not gonna be the best, but you are going to need a wired connection to stream
