That's what the default HUD does...
In SpectatorTournament.res, Make team1_player_delta_x (and team2) non-zero (generally around the width of the panel) and make delta_y zero.
Depending on the hud, you might need to change the layout of the panels themselves so you can fit them horizontally.

There needed to be a "None of the above" in both feelings sections, but I finished it anyway.
Create tf\resource\ui\BaseChat.res
Paste this default one in: http://paste2.org/p/2336861. Then change the x/ypos as needed.

It's a nice enough HUD. It's simple, clear and all the necessary info is highlighted well. It doesn't hold up tremendously well in low-quality streams, but it's tolerable. I ended up changing it a bit to fit my own wants (switchable scoreboard, other hud crosshairs, hud anims, spectator/chat positioning) so I don't know if I'll stick with it.
