or you can stream with nvenc which puts very little strain on your cpu. an i3 or i5 would be better then

“dxlevel” launch option in linux

i believe they did a compatibility layer, and use ToGL (https://github.com/ValveSoftware/ToGL) to port dx calls to opengl
why not try it in the launch options? if -dxlevel 80 works then it should be immediately obvious

-default doesn't even change your settings? afaik it just ignores the current config and uses defaults for every cvar. you can't even change any settings when using it and it's just for debugging.
if you still get the issue with -default then it's probably a driver or some other issue external to the game
