Its a miracle his game doesnt crash, Id assume he has plenty of perfomance mods like nohats and etc, for most people it used to crash often without configs years ago

"anywhere near the payload with explosions and lots of stuff going on, it would drop all the way down to max 100 and then bounce between 50-100."

I didn't have the chance to watch that much, I did see the grand finals and thought it worked really well.
I played 1 mix with the new ruleset personally didn't notice the change that much since it went to 5 - 0 something like that.
It felt a lot more faster paced (especially in the Fullerton LAN) and made the game a lot more exciting to watch because there was such a rush to get that one last cap in X amount of seconds.
If we'd get a unified ruleset it also like to see a mix of the RGL and ETF2L ruleset, like allowing detonator and maybe not allowing scorch shot quickies as example.
Would love to play more with this ruleset.
less afterburn and bleed duration
changing tf_use_match_hud to 0 seems to give me fps boosts so maybe try that.
You can shoot through the big pipe under mid point, which is not possible in final1.

New updated version
Major Changes:
Made the timing of getting a buff more accurate.
Added a Pocket Soldier CFG, great for practicing Boshy rollouts.
Added a 'Randomizer' for spawning positions.
^ Doing this by the "Load_Itempreset" command please set this to your preferred loadout for rollouts,
Load_Itempreset 0 = A, 1 = B, 2 = C, 3 = D
Didn't add the 'Randomizer' for spawning positions for the Engineer CFG as it would mess with the users preferred
item presets binds.
Minor Changes:
Added new minor fixes (TF_Avoidteammates_pushaway 0, SV_gravity 800)
Added a link to this TFTV thread in the file.
Made the file less messier again.
Issues:
Whip effect (still) breaks after join a jump server.
Slight variations in when the commands are executed.
Notes:
To disable a command simply put a "." in front of that command.
Load_Itempreset have been set to my personal preference
