#1 Previously working cpu won't turn on in Hardware

I wanted to switch the video card to a different PCI, but when i put it in, the computer won't turn on at all.
I put it back into the original PCI and the computer still won't turn on at all, no fans no nothing.
I made sure to plug in the power and everything.
Help is greatly appreciated

Great so I tried to change the PCI (read it somewhere) of the video card...and now my computer won't turn on at all.

I switched the video card back to original PCI and it still won't turn on. Everything is plugged in.

Help!

Check your DVI cable. See what one closely represents the one required for 144hz.

Note: Dual link is capable of fitting most ports, if not all. As long as there are the holes for the pins to insert, whether or not the pins actually connect to something, it will work in that port.

I inserted it into the one but my monitor just says "no dvi signal"

I have the Asus VG248QE. I went to the screen resolution -> advance settings tab to try and adjust my refresh rate, but the max is only 60hz.
