its not how long you play but how you spend the time. you can play 1 hour a day and as long as you play to improve and fix problems you have you will.

okay serious answer:
against scouts, you shouldnt even think about dodging imo, unless your goal is to delay for your team or something other than killing them, you should just focus on aiming. Dodging doesn't matter if the enemy is dead, is the way I think of it.
Against soldiers and demos however, much bigger deal to dodge; try and "bait" out rockets by making it look like youre going somewhere, and when you think/when they do shoot, you go somewhere else (it sounds so simple and obvious, but it really isnt at first), and count the number of rockets they've fired/have left. Against a soldier you shouldnt get hit by directs, and you should really try to avoid all splash damage (which is pretty hard), but you really CANNOT miss more than like 5% of your shots when going against a soldier/demo. You seriously want something like 90% accuracy with good damage shots against soldiers and demos or else you're gonna lose most fights. If you have to take more time to aim to do this, its usually worth it.

tl;dr - dont worry about movement with scouts, just shoot them.
for soldiers and demos, trick them into wasting shots all the while making sure you dont miss
