Didn't he already reply to you over a year ago?

It definitely looks like he modified the HUD himself with the whole 'lucky bastard' thing on the death screen so I doubt you'll find an exact copy of this HUD. He might've modified a lot of other things from the base HUD.
Also the killstreak counter is the default one and there isn't even an indicator when he's getting healed with the medigun by the med so this possibly was a very old hud that he never updated.

Your best bet is modifying Garm3n VIP konr yourself. Removing the health cross from that version already makes it pretty similar. You can find a more up-to-date version of Garm3n VIP konr here: http://www.teamfortress.tv/33738/ive-updated-some-huds

edit: also here's Calm Like a Bomb HUD but it seems to be a bit out of date as well. Didn't find any screenshots on the page though https://github.com/Slayer89/slayhudi dont remember how to remove the health cross was a while ago i edited huds :)
Hud files -> Resource -> ui -> hudplayerhealth.res

"Playerstatushealthimage" is what you're looking for, set the "visible" and "enabled" fields to 0 or change the xpos or ypos field(s) to a large number (9999 for example) to have it render offscreendidnt work for me

It's a bit of an obvious question, but I have to ask it. Did you type hud_reloadscheme after you made changes and saved the file?
I currently can't help you, I'm on vacation with my family and don't have a computer to download the hud and do changes for you :/

yea i have done the crosshairs before but that makes all my crosshairs go seekers or whatever each weapons crosshair is set to but the thing i want is just seekers for scout and then have the default crosshairs to the other classes if that works ofc
