definitely depends on how much money you want to spend and what games you want to play
tf2 is mostly cpu bottlenecked but a quad i5 should do fine and unless you have tons of money to throw away i see no real point in buying a new cpu

when i last played with him he had a huge drive to improve as a player and DM wise he's been definitely making strides, not sure about his gamesense or mental game is going but mechanics wise he is a pretty solid soldier
would do well on a high open team or perhaps even a low IM team looking to stick together and get better over a few seasons
dont let him lead a team tho as others have said

honestly he could probably hold his own in lowish IM and improve his game a lot
his biggest issue right now is definitely confidence, he was super nervous in our match tonight but im sure he'll become more comfortable after playing a season of IM or even practicing in open again
