Full specs? RAM principally and check temperatures.
I had that CPU and I'm pretty sure it can't handle a TF2 pub properly.

By looking quickly at your net_graph the server (your PC) is dropping to 4 fps. That might be your RAM filling up quickly with some background process or your CPU/GPU heating up. Check if the CPU Cooler is properly settled.

I'm pretty sure they do not allow numbers in names legally.

It's a client-side problem, only happens if you host a game.
Also can screw in jump/mge servers where you meet most of the time really high fps, you will start "warping" while jumping/running because client-side you should be going faster but the server is stopping you. It's a known problem with very high fps, most of people says it happens "over 1000 only" but it happens to me over 500.

Was trying flame's procedure with autoconfig stuff, no luck.
What's fun autoconfig makes my game look way worse than default and still gives me almost the same fps.

It's being blocked by sv_pure 2 as you said, I believe you can add it directly to the HUD by modifying the hudplayerhealth.res

Check sv_minrate, sv_mincmdrate and sv_minupdaterate.
Also I see a "can't change cl_predict when playing", any weird cfg around there?
