I think they will have dedicated servers but the admin privileges just let you get global admin to all the servers if im understanding it right

Not sure why people are so surprised by this.... like pay attention to something other then your local news or even the big country wide news stations for that matter, all they care about is pumping up X or Y in that country its shit. The world has so many problems and so many people are blind to it, Nazis/fascists are still a massive thing in east Europe and on top of that the area is mostly under military rule and conflict 24/7.
