No it doesnt boot (fans dont start but they worked with paper clip test). i left out cmos battery for 5 min and put it back in. no luck

hi s3tsul i googled the paper clip test and tried it myself and my psu does indeed still work. ty will keep this to myself for future references

i tried booting up with switched ram slots/1 stick and took out video card. not working still

its most likely a psu failure but the thing is that it hasnt been a year yet since i built my current pc

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor
Motherboard: ASRock H170M Pro4S Micro ATX LGA1151 Motherboard
Memory: G.Skill NT Series 8GB (2 x 4GB) DDR4-2400 Memory
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Video Card: Sapphire Radeon RX 470 4GB NITRO+ Video Card
Power Supply: Corsair CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply

the system uses 400w btw

so far i checked:
-no loose outer and mobo cables
-power outlets are fine
-replaced psu cable
-switching i/o back and forth
-didnt install any new components

how do i confirm the cause (i dont know how to confirm if the psu is dead or not bc it doesnt have an LED and i dont have any other modern PSU to replace)

edit: when i plug the psu mobo cable back into the motherboard it still makes a faint humming sound if thats any help

Unplug your mouse then press and hold the left, right and DPI switch buttons at the same time for about 15 seconds. Plug the mouse back in and open up Steelseries Engine it should now allow you to install the firmware update by clicking the red text in My Gear under the Rival 300 listing.
