Yes, your CPU is the most important piece of hardware related to TF2. I don't know much about hardware but your CPU should be powerful enough to get more FPS than that.
Are you using any other graphics configs? If not, you should check out mastercomfig, that config is effective, very customizable, and comes with the major bonus that she's very active on the thread should you run into case-specific issues.
