No you won't get the benefits of following OP's steps.
I recommend using GSync and capping your fps a few frames below your refresh rate. At 144hz you will want a 141fps cap (a 3fps differential). At low refresh rates (75Hz for example) you can use a differential of 1fps, but at 240hz you may want a bigger differential such as 5fps or 7fps. You should also enable VSync because when you're only using GSync + FPS Cap you will still have some tearing along the edges of your screen which VSync will fix.
bearodactyltried 224hz tonight and it was slightly less smooth but definitely super crisp and much better motion blur reduction, do the vsync things really help in tf2? haven't tried anything but just setting a custom res to 1920x1080 at 224hz not sure what things will help in this game vs others that are harder to run
The vsync thing will only help if your monitor doesn't have GSync or FreeSync.
Tracking scouts highly depend on you having a fast reaction time, otherwise just flick.

_flacI read that some sort of "silent aim" was patched a while ago, but that was more of fixing how aim assist snapping was hidden from stv/pov recordings.
This video shows what silent aim looks like after it was patched. Before it was patched it would hide the flicks you see in the video so it would look like you would be shooting normally but your crosshair wouldn't lineup with where your aimbot shot. It also applied to game spec, so if you just died in-game and were watching someone's pov who had silent aim enabled it wouldn't look too abnormal so long as they were able to keep their crosshair somewhat close to their target.
_flacIm also pretty sure most cheats have an option to only lock if there is nothing between the two players, so it WOULD be REALLY DUMB to not have that option ticked, which is my only hold up..
That options doesn't exist afaik. Only for ESP (aka walls) and auto det. Then again it probably isn't that hard to track someone through a wall especially if you can see them through it lol

In theory yes it should be easy to not be blatant, but your brain will subconsciously look at people through walls and sometimes track them which i'm pretty sure is what OP's video is showing.

Yeah I was thinking of a different monitor, my bad.
The best monitor for gaming right now is the BenQ XL2546K. It's used at every CS:GO Major because of how little motion blur it has compared to every other monitor in the market. It is a 240hz monitor, but it's motion clarity is more important then having 360hz.

I did end up finding the file responsible for it, but initially whenever I tried changing the wide value it wouldn't budge. I just rechecked and I saw
"auto_wide_tocontents" "1"in TargetNameLabel. I set it to 0 and now it works. The only issue is that the health number of my target doesn't change it's position normally which is towards the center. I ended up just moving my health and ammo down so it doesn't overlap, but if you have any idea how to fix it without moving anything down that would be great.

Is there a way to add a limit to how many characters my heal targets name can have? Long names overlap with my health and it's a little annoying.
