I think it's in HudLayout.res under 'HudRoundTimer'.
change your hud to see if the problem still persists
if it goes away, it's the hud

the vtf crosshairs use the same files as the explosion script
you need to go into each explosion script file and locate this part:

}change the "vgui/replay/thumbnails/crosshairs" to whichever vtf crosshair you want, e.g seeker
