Only thing i do nowadays is MGE so i wouldn't be able to tell you if it occurs in casual/comp servers. Sometimes tabbing out and back in will fix it temporarily, but it will re-occur in the same session.

Running a tweaked comanglia's (afaik none of the tweaks are causing problems for others), interp 0 + interp ratio at 1 (Apparently interp caused a similar bug a year or two but so far it hasn't made any difference with me.) GTX1070+i5 3550, older stable drivers from around January or February.
