Not sure what happened but this update destroyed tf2 for me, I can barely get 30 fps compared to my normal 90+ (I had it capped at 90 since I have a 60hz monitor)

No problem. I had the problem myself awhile back.
Check in your custom cfg folder if there is a config.cfg if so delete it. That would be overwriting your crosshair settings.
Yeah I have f1-4 bound to my loadouts, so when/if I do vote it fucks up my loadout.
Is there a way to hide the voting interface on stock servers. Like Press f1 to scramble teams or some shit. It only really comes up in pubs and I honestly don't care about kicking somebody.
Right, I honestly have no idea how much effort/time goes into creating a medal. I doubt valve would want to dedicate however much time it takes to make all of them for each division so that would probably leave it up to the community.
Maybe they could test having nocrits/spread on some of their servers for a while and see if it gets more popular. I know when I started I didn't know that disabling crits was even an option.
