tf2 fog on dx9

got a new pc and wanted to run dx9 but whenever i try it i get fog on my screen that wont seem to go away no matter what cfg i use
screenshots with no cfg at all
have tried changing r_pixelfog between 1 and 0 with 1 lessening the fog but still is pretty unplayable
if anyone knows the fix i'd really appreciate it
specs below if that helps

Have you tried backing up your configs and then running, -default and -autoconfig launch arguments?

I remember having this problem years ago and it was due to something with the no explosion scripts. Have you recently installed or modified them?

just tested without my explosion smoke script and still no luck with removing it :(

im assuming its an issue with amd but dont know where to even start to fix it
edit: im dumb and my crosshairs with my explosion smoke scripts didnt remove the first time but, the issue was with the 'electro-shock' explosion smoke, changed it to the original one and it works now
