Low FPS Spikes Despite Lowest Possible Settings

Hello all. I've got a Dell Latitude E6500 laptop, comes with an Intel Core2Duo with 2.66GHz processing speed. I've turned the screen resolution all the way down and even have put Chris's maxframes config to use, though I rubber-band less without it, so I turned it off. I've gone into launch options and put TF2 into high CPU priority, I've let it use both of my cores, and turned my DirectX version down to the lowest I could get it, 81. I've also turned off mat_phong (set it to 0) and the game runs more or less alright, with about 40-70 fps normally, but every once in a while I'll get moments where my fps will go down to 10 or 15, and it's kinda the worst. I'm pretty sure the network's alright cause I've got a wifi adapter (no ethernet available in my apartment right now) and my ping stays about the same at 36ms or so.
I don't really know where to go at this point since I've optimized TF2 as much as I can and apparently my processor should be just fine running tf2 normally, much more at full toaster mode. Do I need to update drivers? Nvidia settings might be wonky, I could look into that.
What's your take?
TL;DR Toaster Fortress 2 on a capable laptop still occasionally runs like crap still. I need optimization help. Please and thank you.

Check your temperatures. When I played on a laptop I used to lag because it was getting too hot. My brother put new thermal paste on whatever part was getting too hot and that fixed my problem.

There is your problem.
TF2 stutters a shitload on older hardware. Was unplayable on my old Phenom 2 X4 @ 3.6ghz because of this. Intel integrated graphics makes this issue even worse.
