Brand new HDD won't install

I recently bought a brand new HDD and wanted to install it, this being on a fresh install of windows.
I plugged it in, initialised it and it ran through the format but failed to format correctly (stuck on RAW) so I restarted hoping it would format properly the next time and this time it wouldn't even initialise (I/O error)
I've changed the SATA and port but hasn't worked either.
Now everytime I start the PC with this drive in it takes 2 minutes to do anything at all (even when the SSD is the boot drive) and the new HDD is constantly running at 100% in task manager.
Idk wtf to do st this point please help

Which HDD?
How did you "initialise" it?
SATA set to AHCI or IDE?
S.M.A.R.T. output?

Seagate barracuda 1TB
Through disk manager, disk was detected and needed to be initialised (right click and initialised)
SATA set to AHCI
If you're talking about SMART output (only one I've heard of pls let me know if I'm missing something) from the western digital software then it won't run because the disk can't be accessed by windows due to it being able to format from RAW

Which Seagate Barracuda 1TB? Please narrow it down to less than 20 models.
Not sure which Western Digital software you mean and why it would work with Seagte or be affected by formatting.
Use HD Tune or whatever, if the HDD doesn't even show up it's just dead or you didn't plug it in.

1TB Seagate ST1000DM010 Barracuda 7200.14, SATA III - 6Gb/s, 7200rpm
It was a piece of software threads recommended due to the I/O error with one saying it works on all drives he's had including not WD
HD Tune says it's all ok
Error code 0x80070057 after attempting to format

Ok, assuming you read the output from HD Tune correctly, since you didn't post it, download this https://www.passmark.com/products/diskcheckup.htm and run the short self test.

After 3 hours of formatting it lives!
For future googlers my HDD was constantly at 100% and so startup was a massive pain (like 5-10 minutes to start and sometimes wouldn't start at all). I made the hard drives hot fixable so that wasn't an issue and did a clean install of windows from a disc instead of USB.
When coming to the drive selection screen for windows I remained to have the I/O Error for my HDD but installed windows on my SSD.
Only after installing all the windows updates and hot fixing the drive did the PC finally allow the HDD to be formatted from RAW to NTFS but took forever.

Massive thanks to setsul for allowing me to bother him on steam aswell as TF.TV I know I asked dumb shit but I was 6 hours in attempting to fix it so wanted to make sure it was right.
